Budget Fee not writing to audit trail when updated in the budget screens

If one updates Budget fee on the job form it will write to the audit trail table.   If this is adjusted on the budget form it does not write to the audit trail.   This should be corrected to make the budget fee update consistent and obviously record who updated the budget fee.
